Bees, yellow jackets, and other hymenopterons (wasps & bees) need protean as well as sugar to survive. They may be there to eat meat that has been tossed into the garbage or to collect sugar from open soda cans, etc. Generally, a feeding bee like the ones at your trashcan won't sting. Take precautions and avoid the area as much as possible and you should have nothing to worry about.

Honeybees and Yellow Jackets aren’t prone to sting unless they or their hive has been bothered. So, the first lesson in avoiding a bee sting is leave them alone, and they’ll likely leave you alone as well.

Probably they are yellow jacket wasps. They live in communities like bees, are generally bright yellow and black, and they like sweets (nectar and fruit) as well as meat and fish.
