Europe is working on a common immigration policy, but working as slow as they always do, it will take a year before it is active, may be longer.

The information that is available should be found under Blue Card, (as it is to be like the USA Green Card.)
To qualify, as is in the plans now, you need to have a high education and will be able to earn twice minimum wage in the country you are going to work initially. (Remember that our minimum wages are pretty high, you will need an university education to double that amount as starter, or a good job training.)

Google every now and again for news snippets as the plans will need to be discussed and voted on in the European parliament and then put into action in all different European countries.
Embassy sites will add this information to their sites when they know that it is going to work, but likely not before it is official.

Each country as a different immigration policy and unless you are a direct decedent of a citizen from these countries you will not gain citizenship and immigration via employment is just a difficult.

If you want to know more information then visit each embassy's website for your own country. For example if you home country was the United States then you would search for:

British/French/Italian/German/Spanish Embassy in the United States.

This will give you the correct embassy where you can find the information you are looking for.

Obviously if you are not from the United States you would change the search to represent your home country.
