Typically it's 14 or 15 (it varies by state). However, you might want to think about putting up some flyers in your 'hood. stating that you'll do odd jobs around the house, cleaning, cutting lawn, etc, etc, you'll be surprised at how much you can earn that way.

no one will ever hire someone who works "badly." you mean want to work "very much."
what state are you in? some states allow 14 y/o to work. if not allowed for you, get a paper route, buy a vending machine, sell art work, paint neighbors' mailboxes, doghouses, shutters, clean garages, basements, etc.
there is always something to be done. find a neighbor who needs help. be responsible and courteous and you will find work. oh, and always advertise.
