All the other answers were correct. But the Bedouins wear black in the hot desert. The reason is to sweat more, which cools them down because of evaporation in a dry climate. But then, you have to get used to the smell.

The colour white will reflect sunlight, so on a hot day its better to wear white to reflect as much light from the body as possible.
In contrast, black will absorb light (and convert the energy of light to heat).
So on a cold sunny day you're best off wearing dark colours as they will absorb the sunlight and generate heat.

Dark colors absorb more sunlight (and the corresponding wavelengths which carry heat) - so wearing dark colors will make you warmer on a hot day or a cold day. So light colors, especially white (which reflects more than darker colors) will result in cooler temperatures in both circumstances.
