I think you're talking about the Senators who knew less about the Constitution than grade school kids. It's sad that here are these people making laws based on the Constitution and they know squat about it.

No. I think we should use it as a screening process for voters, since only 20% of those who can vote have ever even read the document!

Sure.. good idea.. now would that be the real constitution or the new one Bush is tryng to write... so hard to keep up these days......

Not legally. I think the Consitution as it stands is good enough and has no such requirements that I know of. In fact, I think we have too many laws already.

However, I have no problem with blocs of voters having their own litmus test on who to vote for, and including what you describe as requirements.
