Most likely it is in "limp in mode" which is what happens when a trouble code is set in the transmission computer. It actually is starting in 2ND, and not shifting. A scan of the computer for codes will tell you if it is a sensor problem, or something much more serious!
That car does have a reputation for having the output speed sensor going bad! That may be the problem!

is the engine light on? possible input or output speed sensor, that is a common problem. it is usually a good idea to replace both at once. the sensors only cost $25.00. and it will save you labor time, about 80 percent of the time the other one goes bad down the road. if thats not it the trans is probably bad and will need replaced or rebuilt

my wife has a 96 sebring, and it was doing the samething your's is doing now.your problem maybe diffrent but hers was the planetarium in the transmission busted. it costed us about 1,000 dollors to fix it.

Check the fluid or even get it changed maybe something is clogged or not in line
