Ammonia and nitrite both cause fish to do this - you should do a partial water change as soon as possible (25-50%). If by dragonfish you're talking about an arowana, they're surface feeders, so it may also be looking for food.

Also, check the temperature of your tank - you might have a heater that's malfunctioning, or the room may be making the water warmer than you intend - warmer water holds less oxygen than cooler.

maybe your tank has to much CO2 from plant fertilizer or from ammonia or nitrites. did you add declorinator the water?
one of these is the probabal cause you can test your tank for ammonia and nitrites and iron. the proper numbers sould be
ammonia and nitires=under 20ppm for ammonia and under 40ppm for nitraites iron=.3mg/L he's not sick unless he's like on his side gasping for air and if he is it's probably too late
