You cannot really prevent the situation once in the water, the dry itchy thing happens to everyone and has it's varying levels of severity depending on the amount of chlorine in that particular pool. Use a swimmers shampoo when you shower afterwards and apply lotion as well.
Hope I helped.

I use a moisturizing soap, I switch kinds each time I buy, anything that says moisturizing on it, and then lotion for dry skin, and I always shower right away, not wait until I get home from the gym.

For my hair, get it wet before you swim and rub a little conditioner in it and use a swim cap. This will help stop the absorbtion of chlorine. My hairstylist doesn't believe how much I swim since my hair is so soft and shiny.

Shower afterwards. Try a moisturizing liquids soap. The chlorine is drying you out.

That happens to every swimmer. You could go to a dermatologist and maybe they can give you a special lotion.
