i was just wondering how fast a motorcycle restricted to 33 bhp will go.

I have a Suzuki DRZ400S it has about that power,can go about 95mph.

Just over the border from here in Switzerland you can resrict a Hyabusa to 33bhp if you want while you get your full license. It still wont be slow.
Just imagine that, a Hyabusa with a whole 33bhp!!
Just imagine riding a Hyabusa as a learner machine!!

It depends on the drag - back in 1956 NSU had a 125cc machine which did 150mph - and probably only had 15-20 HP, but it was fully enclosed with streamlining.

A small rider tucked in well will get 10-15mph or more over a larger rider not tucked in.

Just removing the mirrors from most bikes will get an additional 5 mph.

It depends on the bike and its original top speed capability.

A Harley Electra-Glide restricted to 33bhp will be a whole lot slower than a Fireblade restricted to 33bhp.
