Cashman2122 is correct. It IS illegal to download copy protected media. Bit Torrent is the application used most frequently to do so though, but I truly think you should think twice before doing so. The people who put out DVDs are really beginning to crack down on pirating of multimedia files as they once did with the music files people use to download in the 1990s. Whether you wish to believe it or not, or if you feel safe because you are in your own home, it is very easy to trace who downloads these types of files. IP Addresses are public and tracable, unless you are a wiz with hiding your tracts.
Lecture over, just think one should consider what having a record as a thief might do to ones future. Think twice before any action, rather like measuring twice before you cut. It really is indended to be friendly advice, rather than a lecture. Take it how you like, but I do mean well.

If you mean to download the video from the internet, this is not technically legal, but if you look into "torrent" software you will find out how.
If you want to copy a dvd you own from the disc to your computer, you can use either alcohol 120% or ripit4me on PC
On Mac you can use handbrake/mediafork
