If someone looses a dispute on paypal, can they take money out of your bank account without your approval?

They HAVE your approval. You gave it to them when you linked the bank account to your PayPal account. Read the PayPal terms.

when you deal with bank accounts, and you sign documents that state you do not authorise any with draws, with out written permission, no one can with draw any thing.

If any documents were written out, giving pay pal permission to with draw funds, then they can do it,
