I'm into art and want to mold things into models but sometimes I like to add to them, but with clay you can't do that because it hardens.

Plasticine will not get hard as the others say. Another thing to consider is a material that does not get hard until baked like a polymer clay. With that you can create you sculpt and harden it when you're done.

Plasticine is the oil moistened clay that never gets hard that is used by kids in various colors and is sold in 1 pound blocks and larger in green by art supply places.
Regular water moistened sculpting clay is cheaper in large quantities and is kept soft so you can add to it when working for several weeks by covering with damp cloth and with plastic if needed to keep the dampness in.

I bought some modeling clay from the Dollar Tree store and that stuff never ever hardened, lol.
I've also made little figurines from wax.

I don't know if you are using this for commercial purposes or just for personal use. If for personal use and entertainment try play-dough.
