It starts up just fine and it goes into the log in screen and it stays there for like 2 seconds so i cant log in and it starts over and it will do that over and over as long as I leave it on.
what should I do?

When a computer reboots all the time it is a boot sector virus or a corrupt boot sector file. All windows boot from a DOS partition including XP and Vista, but in those systems because they are NTSF format you will not see the DOS partition.

if you have the windows disk that came with the computer install that, you might need to go get the hardware drivers from the website of the company that manufactured you laptop mine did the same thing a week ago and as you can see i`m up and running. and your going to need some virus scanners and spyware removers, i advise going to http://www.majorgeeks.com/ for these as you can get these for free, AVG`s pretty good for a virus scanner

you have picked up a virus or adware,spy ware,as you turn the computer on keep hitting f8 to get you into safe mode,if you can get in from there run a virus scan,adware,and spy to remove it,if not just install windows again
