Along with adding the proper fuel (make sure you use the zippo Brand, all others seem to have water in them) also check your wick, if it is dark and looks like it is burned to a crisp, take a pair of needle nose pliers and pull the wick up to the length that you see a clean wick, cut the wick off flush with the top of the lighter, what has happened is the wick has burned up all the absorbing area and the fluid is not being able to travel up so it needs to be replenished, thats why if you were to pull all the cotton out of the lighter you would see this large amount of wick inside.

Refuel it !!
If that doesn't work, blow out carbon-deposits around the wick. If THAT doesn't work, replace the wick:
When the wick becomes black from carbon, pull it up with pliers until the clean wick appears. Cut it off even with the top of the chimney, then straighten the wick in the chimney.
To replace the wick; use tweezers to remove all packing from the fuel chamber. Insert a new wick downward through the chimney pulling it through with tweezers.
Replace the packing in small pieces, interweaving the wick between the padding pieces. Be sure to trim the wick even with the chimney height

Definitely sounds like you're out of fuel. Pull the lighter out of the case by grabbing the wind shroud and pulling it straight up. Turn the lighter over and you will see a small foam pad. Pull this out of the way just enough to squirt some lighter fluid into the wadding underneath. Don't try to put too much in there, it will just run over your hands if you do. Now put the lighter back together and enjoy your cigarrette.
