I have heard that if you are on the road and lock your keys in the car, that you can call a person who has the second remote to your car and that they can press the unlock button on the remote device into the phone, thereby sending the signal to unlock the car via the cellular phone. Is this true?

The cellphone will not be able to transmit the frequency of the remote device.
Neither does On-Star work through the phone.The only purpose of the phone is to inform them that you need help, it uses highly sophisticated sattelite technology.

My mom did that once, and she said her boyfriend did that for her and it worked. i cant tell ya how it worked but she said it did. but when i tried it was on a house phone cause she locked her keys in again it didnt work for me.

Yes it can be done but only with On-Star, you have to have your account set up with them and prove to them you are the owner.
