Our rules is that can show no cleavage and go straight across from your armpits and not too short..

The difference is that homecoming dresses are more like those you see in beauty pageants and things like that. They are usually full length and can be just as dressy as prom dresses. With a prom dress, anything goes: length, style, cut, formality, you name it.
