Why is it that if you speak Spanish...?

to a Hispanic, they answer you in English? At the same time, if I spoke in English, they then tell me 'oh, I don't speak English'. Can someone tell me why this is? It is quite irritating.

They know a little bit, but they're not fluent, so it's a lot of work to speak it still.
