They come up for air to get oxygen, if the water doesnt have enough oxygen in they will surface for air more.. hence why you get filters with pumps..
A fish could die if the water was starved of oxygen, e.g if the water was still for a long period of time, or the tank was a bowl with a small lid which no air could get to the water, but technically, a fish couldnt drown, it would just die.

First off, I'd like to correct a few people. Fish such as bettas don't breathe air. They breathe under water with gills. When they come up for air, they're not breathing air. They don't have lungs. They take a mouthful of air and go back under the water, sucking in water which pushes the air through the gills, absorbing the oxygen into the bloodstream. If they could breathe air like some people think, then they could live out of water, which they can't. If you provide an air pump for a betta, it won't come up for air, since their is no need. And most fish can't gulp air. The only ones I know of are bettas, goldfish, and gar. Most other fish need oxygen in the water to survive. If you take some minnows and put them in a bucket of water, they'll die when they use up all the oxygen. Basically, they're suffocating, which could be called drowning, since it is in water.

I wouldnt call it "drowning" but if u put a fish in a bowl and seal off all the air with plastic wrap it would die because fish take in the air with thier gills in the water

Ok, some interesting answers. So it's basically the fish wont drown but in essence more like suffocate as no matter how it uses air, it still needs air to sustain itself.
