2007, September 23, 9:51 UT, which is 2:51 am PDT I think. It happens at the same moment for the whole world (or at least the northern hemisphere), but that moment occurs at different clock readings in different time zones.

It's on 21st September, every year, for the whole of the northern hemisphere. There is no time for it, all it means is that day and night are of roughly equal length. The same thing happens on the 20th March, only that's the vernal (spring) equinox.

The ate is approximately Sept.21, I don't know exactly. But it is not different in different places. It occurs at the instant when the sun, in its apparent yearly trip through the sky,crosses the celestial equator in a southerly direction.
