Well, I am sure you know what starved means...very hungry...not getting enough food to sustain a body and attention id simple enough.

So when we put these two words together, the gist of the phrase means that a person has an emotional desire for more attention than most people mostly liked based on a prolonged lack of attention from the ones they should be naturally receive attention.

Often the behavior of a person who is starved for attention ends up trying for negative attention if the the attention they want doesn't come in the way they expect it to come. This behavior could be in the form or promiscuity, temper tantrums, dressing overly sexy, basically it could be any extra, unusual form of getting attention ...including pouting.

Children will begin to behavior badly if they need attention, because of course some attention is better than none. Teens and adults will act out often with various unique behaviors when they consciously or subconsciously don't get the attention they desire.
