Since you can not open Windows, you can not do anything. If XP , use the self repair in Windows. http://www.informationweek.com/shared/printableArticle.jhtml?articleID=189400897

Reload drivers. BUT right before loading the graphics card driver, disable ALL startups in msconfig. Click start, click Run, type msconfig, OK. Select Startup tab, disable all, apply. You can enable all startups later in this same window.

If above does not work, the graphics card may be too powerful for the power supply. After loading the driver, its full functionality is enabled, thus drawing more power and possibly destabilizing the power supply, thus the reboot. You may have to get a bigger power supply unit.

This is common after changing hardware in your computer. The only way around it is to boot from your windows installation CD and watch closely for the option to Repair, not reinstall.

Here are some helpful instructions for you to do this.

You won't lose your saved data or programs by doing the REPAIR. That will only happen if you do a reinstall.

try pressing F8 and changing to last good known configurations or sumthing like that
and even if that doesnt work
replace the whatever that u changed
its probably a driver's problem or the hardware doesnt support ur system
