In general you don't know if its a scam or not. A person with a low amount of sales and a low rating can be a risk to deal with. A person with a high rating is a lower risk to deal with. The best way to look at it is if the deal looks too good to be true it probably is. The buyer should always beware, but if you're paying by credit card some card companies will protect you from a fraud charge so that would provide you with less risk.

Look at the seller's ratings from previous customers - that might give a hint. If the seller is new to ebay, or has ratings below about 96% positive, I'd pass on it.
