Its because the number 911 is the standard American emergency number. You can call it anywhere in the US and you will be conected to the closest police department or emergency response center to you. So of course a terrorist attack would be an emergency. The numbers have no real significance to the arab world, however, the ones responsible wanted to make a statement so they researched it first more than likely. The reason they attacked the world trade center was to cause panick on a number of scales, one being the obvious threat and the other to cripple/wound the economy, however most of the major metropolitan cities in the US have a trade center of some sort. New York just seems to be the ideal place to attack, its an american icon.
