They are called the Anbu Black Ops. In my opinion, they dont do anything useful though except stand there and watch the 3rd get killed without doing anything to stop it. I mean if they are supposed to be the best then why didnt they do anything?

um...I think you mean the third, right? Sorry...but um, the masked men are called the Anbu Black Ops...they're kinda like the police without doing any actual work...hope it helps...
