I'm trying to make a Manga...

It takes place in 2008 in a massive, cyberpunkish dystopia built underground with lots of people.

Will I get ridiculed for having a city like that in such an early year?

It's better to change the year or the setting.

i think you will get ridiculed just like those people who thought everyone in 2000 would be driving spaceships. maybe if you included details that it was an alternate universe or in a different world other than earth. perhaps explain how it got to be this way. did a massive war of unprecedented technology nearly wipe out all humanity, and now survivors are forced to live underground? did a tyrant succeed in uniting the world, betraying it, and now the refugees start a colony underground to escape his terrible reign? if the first, what would be really cool is if there were more intelligent life forms that adapted to the treacherous climate.

You won't get ridiculed. Its not very realistic, by the time its publishwd it might be past 2008.
