The light waves coming from the sun are all colors. When those waves hit the earth's atmosphere, the blue light waves are dispersed by the atmosphere and we see blue light waves.
If we did not have the atmosphere to disperse the blue light (or one of the other colors), the sky would look black and the sun would look white. As it is, the sun looks more yellow because all visible colors except blue are coming to our eyes. Those colors combined look kind of yellow.

The sky is blue due to a phenomenon known as diffuse sky radiation. Diffuse sky radiation is solar radiation reaching the earth's surface after having been scattered from the direct solar beam by molecules or suspensoids in the atmosphere.
The blue portions of the earth seen from space are of course water. Water exhibits a similar characteristic, where red light wavelengths are absorbed. This effect is only visible with large quanities of water though (like a pool or ocean), however. Water in small quantities (like a glass of water) appears clear.

Most scientists have come to this conclusion. The sky is blue because the color particles of the sun (light) bouce off and reflect the color of the ocean. It is one of those questions that people can just guess on.
