Health wise it makes no difference. It is fine to have sex during if neither partner objects. Some women even find it can help ease menstrual cramps. The only thing about sex and timing with the period is if you are worried about becoming pregnant.

I'm not sure what you mean by "should it matter."
Do you mean is it OK to have sex right before or after (or during) the woman's period? If that's it, then no, it should definitely not matter. Before your period, the big O can help relieve tension; during your period, it can relieve cramping.
The only possible problem is on the 1st day of your period. There are studies that have shown an increase in cervical cancer in women who have sex on the 1st day. There is no concern on the other days. It is also not conclusive either (the 1st day issue).
However, if your are asking about the possibility of getting pregnant, it should ALWAYS matter. No one is as reliable as the Atomic Clock. There is ALWAYS the chance you can get pregnant!!!
Unless you really, really want children right now (or next month, etc.), do not play Russian Roulette with your ovulation. Many women have told me "I am always so regular; what a surprise it was to find out I was pregnant." These were women in their late 20's to 30's, who are both married & ready for their little "surprise."
Either take The Pill or use a Diaphragm or make sure you and/or your boyfriend has a good supply of condoms. If you have one of the types of guys (and I hope you don't) who says he can't "feel anything," do not believe it. Just say, "no glove, no love."
So, sex before, during & right after a woman's period — by itself, so to speak, should not matter. If you are worried about pregnancy, then, yes, it most certainly does matter.

a girl can get pregnant before or after her period if thats what youre trying to find out. USE BIRTH CONTROL!!! if youre protected from becomming pregnant, it doesnt matter when you have sex, even during your period. without protection though, there is NO safe time of the month unless youre an adult, (when your cycle has become completely regular.) and have spent months and have taken classes to chart your ovulation times, temperatures, etc. even if you used natural family planning according to all directions, its not recommended unless you wouldnt mind having a baby.

Do you mean her first period or just any period? If it's her FIRST period, then she's way too young!!!
If it's not her first period, then it's ALWAYS going to be after this one and before the next one!!

Either one is acceptable...but during is surely a no/no. Try to avoid 13-18 days after your initial period...this is the time you could be ovulating.
