No, I don't believe he was actually behind 9/11 but maybe he didn't do all he could to stop it? There were warning signs before hand and maybe he (and his staff) were too arrogant to think it could really happen?

I don't believe the people who say he deliberately caused the deaths of those people but that it was probably just an oversight on his and his staff's behalf.

Why aren't people asking this of Bill Clinton? After all, most of the planning took place during his presidency, not bushes.
