The size of the viewing area is not filled but black areas area on both sides of picture

The black bars on the side are sent to your tv from the broadcaster. Hardly anything on local HDs are actually filmed with HD cameras. Only sports and some news, and sometimes a show will be. Most everything else is converted to a HD quality picture. Because they do this FCC mandates that the broadcaster send out a signal that fills the whole screen. So that is why they send out with a smaller picture cause they don't want to send you a distorted stretched picture they would rather send you a perfect smaller picture. that is why most providers provide a strech function on the HD boxes so they can fill TV for you if you don't like having the black bars.

This is a function called Letterbars. Most consumer electronics, especially those dealing w/ HD, will have a way to compensate, such as stretch or zoom. If this is a TiVo HD it has a tool under settings. Zooming the picture might cause slightly less than desirable picture clarity. Again I would check the settings on my TV and other electronics, but it might be broadcast that way

Many stations automatically put the black bars on THEIR side so that they can transmit SD, 4;3 broadcasts, as 16:9 signals.
(Especially during commercials, but sometimes the whole broadcast is like that)
There is nothing wrong with your receiver or your TV.

It sounds like you have a widescreen TV, but your reciver or cable box is putting it into Standard format.
