Okay, so in 4.36 days 1 person quits smoking and it takes another 4.36 days for another person to quit, etc. So what you really want to know is how many 4.36 day periods there are in a year.
Rather than give you the answer right away, instead of periods of 4.36 days which tend to complicate reasoning, think if instead it was 2 days, that is, after each two days a person stopped smoking, What you then want is how many two day periods in a year. Hopefully this helped you see that you divide 365 by two and get 182.5 periods. In the same way you divide 365 by whatever the period length is. In your problem it's 4.36, so divided 365 by 4.36 and round to the nearest tenth.

the trick is to write your fractions and their units in such a way that all the units you do not need cancel and you are left with the units of your answer.
In your case they asked for the ratio of smokers per year
