Actually, applying traditional foundation kind of ensures you won't have glowing skin. Buy those that say "illuminating", they have small reflective particles that give the illusion of glow. Apply sparingly, with a wet sponge.

Glowing skin is oily skin. Wash the skin and apply a moisturizer that gets absorbed so as to not leave the skin looking and feeling oily, then apply the foundation. On top of the foundation, apply a mineral powder in the normally oily areas.
If you don't know which foundation to use, try this one:

I also have experience with this customizable foundation which can be customized to exactly match all skin tones: http://www.marketamerica.com/pulse99/index.cfm?action=shopping.wpGoShopProducts&storeID=11&cat1ID=USA11102&cat2ID=USA21160

try using a bronzer over your foundation. It really does give you a glow; it looks so good. Apply it across the top of your cheeks and nose and some at your temples, chin, and forehead.
