Considering that you have giving no practical information about what you are talking about, I would say no one will be able to advise you. But then again maybe you will be lucky and find someone who also speaks nonsense.
Reframe your question, add a little relative information. The fact that you recognize people on the site and that you disagree with what they say is not grounds for having the site banned.
Are they using hate speech? Are they engaging in illegal activities? Why should the site be shutdown?
The concept of "Free Speech" is not based on, whether or not, another person likes what I say. Its based on allowing me to voice my opinion, provided it is not "harmful" to others. Just because you don't like what I say doesn't mean that it meets the test of "harmful".

Theres really not much you can do depending where the site is hosted from. Unless the site manager have a email address to make a report about there site.

Unfortunately that is difficult. You can contact the people who are giving them the site. Go to whois and find out who the host is.
Maybe the people being portrayed, if they do not know, should be told, anonymously.

Freedom of speech thingy... you probably can't unless it's racially or religiously insulting or otherwise illegal IN THE JURISDICTION THE WEB SITE IS HOSTED.

Otherwise, it's for the insulted people to do something about using the freedom to take a court case for libel.

Anything you can do (eg hacking the site to death) is more illegal than their insults.

Unfortunately the internet is unpoliced. You might try to find who hosts the site and draw their attention to your concerns. That is about all you can do I'm afraid.

If you feel the site is offensive then you can read this article about it here: http://www.media-awareness.ca/english/resources/special_initiatives/wa_resources/wa_shared/backgrounders/reporting_internet_content.cfm
