Yes OCNs are accredited units from an organisation called Open College Network. The network began to accredit small units of learning - for example - a person learning Spanish as a beginner who wanted to achieve a certificate. They are very widespread nationally today. I devise and write OCN units for my college and consider they are useful when there is no set qualification for a small unit oflearning. OCNs are available at various levels from Entry point to Advanced (Level 3). I could go on all day if you need extra info. They are great for learners who can't achieve quals in traditional ways - for example community education relies on them for funding. some courses - such as cake decorating could not be funded by the gov. if there was no qual at the end - hence OCN. This is a bit garbled - but there's a lot more to it than this short piece really.
