I think you are talking about the sea otter when it sleeps floating on its back. These otters seldom if ever come ashore. They are even born at sea.

Technically, the only animal that sleeps whilst laying on it's back is the human.

However, sea otters also sleep in this position. Unfortunately, they do not count, as they are actually floating when they sleep.
