Bills of appropriation (that is taxes) must [u] originate [/u] in the house. (Bills of expenditure originate -that is general welfare spending, defense spending, pork barrel spending- in the Senate).
Bills of impreachment must originate in the House (for all federal offices - they are tried in the Senate).

The Senate has authority to confirm presidential nominees: federal judges and some executive branch officials. The Senate ratifies treaties. The Senate conducts the trial whenever a judge or member of the executive brance (including the president) has been impeached by the House of Representatives.

Rights are delegated to the appropriate house of congress depending on how they affect the nation.
The forefathers wanted the House of Representatives to take up matters such as spending, tax reform, impeachment, etc. because they better represent the country in terms of overall political make-up. The House of Representatives is determined by the census and seats are either given or taken away due to increases or decreases in population in given districts.
In the Senate, there are only 2 representatives from each states and that does not give accurate representation to the "voters wishes" of those states.

The House has the power to defund any bill that is against the Constitution of the United States like Obamacare without the approval of the Senate esp. it is makes they violate their Oath of Office. Their oath of office is a sworn statement to support and uphold the Constitution of the United States of American. Obamacare did not originate in the House first therefore the Senate did not follow the Constitution in the creation of the Bill. Article 1Section seven states this: All bills for raising revenue shall originate in the House of Representatives; but the Senate may propose or concur with amendments AS ON Other Bills. Now for 235 years the Senate has flowed the Constitution of the United States, but this time they took a bill with was a NON_TAXING bill and stripped it of its intent and created the Patent Protections and Affordable Care Act (Obamacare) which is causing the House to Breach their Oath of Office UNLESS the defund the bill. Their oath of office which they state as each opening session when they get election states this: “I, AB, do solemnly swear (or affirm) that I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion, and that I will well and faithfully discharge the duties of the office on which I am about to enter. So help me God.” In contrast to the presidential oath, where it’s used only by tradition, the phrase “so help me God” has been part of the official oath of office for non-presidential offices since 1862.
They are violating their Oath of Office based on the fact that Obamacare did not originate in the House of Representatives. I have looked at the Congressional Record on Thomas.gov and there is in a vote in the House to pass an Obamacare bill and send it to the house. The Senate breached their Oath of Office to UPHOLD and Defend the Constitution by creating a "TAX" bill. Obamacare did not originate in the House and even the Supreme Court stated it was a TAX bill not knowing the Congressional Record and how the Bill was created. In the dead of night behind closed doors they wrote a bill and have passed it off as a "TAX" bill. It is not and lawsuits are going forward on this defense. In the mean time they need to defund Obamacare and UPHOLD their OATH OF OFFICE. They are letting the American people down by now upholding their Oath of Office!!!

Article 1 -Section. 2.
The House of Representatives shall be composed of Members chosen every second Year by the People of the several States, and the Electors in each State shall have the Qualifications requisite for Electors of the most numerous Branch of the State Legislature.
