On your keyboard, press down the ALT key. Keep it pressed down, and then use your NUMBER PAD (not the numbers above the letters!) to type 0191 at the same time.

Go to - Start/Programs/Accessories/ System Tools/Character map. There you will find the upside down question mark under the font WST_Span. There are different ways you can use it. I copy and paste.

While you are there you can see it's short cut keys and many others for the future.

dont know how to TYPE it, but if you go to freetranslations.com and go to the scrolldown bar all the way to the right, you can click on the upside-down ? mark and then copy it and paste it wherever you need to

The up-side-down question marks are used when typing spanish. Thusly, those symbols are only available on spanish/mexican keyboards. The same goes for Greek letters and things like that.
