3 cuts are needed to make it into 4 pieces. Number of pieces is number of cuts + 1
If you cut a piece once, it becomes two. if you cut it twice, it becomes 3, and if you cut it three times, it becomes four peices. Just try by tearing a piece of paper (each fold or tear is one cut).
