i'm researching noriega and all the articles i've read call him a de facto military leader but i cant find anywhere that actually defines the phrase.

"De facto" means "in fact", and is usually used to distinguish between those who are legally something (De jure), and those who are not named as such, but effectively are that.

Say John Doe gets elected president of Freedonia, but the old leader Fred Roe won't step aside, and John Doe has no access to the Presidential offices. John Doe is the President De Jure, but Fred Roe is the De Facto Leader.

De facto generally implies illegitimacy.
