can you convert a standard dvd burner to Blu-ray/Hd by changing the burning part of the dvd recorder

NO. At this time the two systems are not compatible and the "burning" process for Blu-ray is not in the loop for a computer burner drive.

Technically you could but it is worth buying a HD DVD player or a Blu-Ray player. The quality would be better if you bought a new one.
