She was Queen of England in the late 19th century, 1800's and set many trends for woman in how they should dress and act. That is why the Victorian age is so well remembered. She was a Queen that set high standards of her people and they definately welcomed it.

Queen Elizabeth would be one that lived in the 17th Century or 1600's and that is still the middle ages.

Not quite. The so-called Middle Ages ended with the Renaissance, which hit Great Britain circa 1580.

Victoria was born 1819, became Queen in 1837, and died in 1901, about 250 years after the end of the Middle Ages.
