A little more information would be help full as there could be a number of issues. What is they year of the caddie? How long does it stay at 0? is it a digital or analog speedometer? Does it seem to happen at the same speed all the time or at different speeds (Example only when I have cruse set at 65, or it does it at any speed) this information is needed to give you the most accurate diagnostic possible. Some solutions are
Analog Speedo: Bad cable, cable needs lubrication, worn or broken tension spring on the Speedo. Bad electronic interface for the Speedo.
Digital Speedo: Bad VSS (Vehicle speed sensor), Bad wheel sensors, fault VSC (Vehicle speed computer), faulty instrument cluster. These are just some of the possibilities. But with out more information we can't be accurate.
