Does anyone know how to check the population of the error coins? I have waited to purchase a graded error coin but the price still seems too high to me. Am I wrong? Has it leveled out already?

I think prices of MS-65s are around $60-120 and MS-66s are $180 - 300.

It is true that not all grading services are the same. The top 4 in my opinion are PCGS, NGC, ANACS and ICG. Even these guys can blow it. If you are talking pain edge then make sure it is graded by one of the above. There are a lot of fakes showing up on eBay. There was a warning in one of the coin papers by an ANACS grader, (maybe ICG) about the fakes showing up to be slabbed. The prices have come down but it is hard to say if this is a fad thing or not. I am a true collector and would not want one. There are a lot of the collectors that collect the different series like Indian Head cents, Bust 1/2 dollars and the like that don't buy that stuff. We buy what we know is rare and will always be rare and the value only has one way to go and that is up. Just thought I would give you both views here that collectors have. One other thought can a person really see a one point difference in a mint state coin and if so can it be done every time that coin is taken out of it's holder and resubmitted. Go for the MS-64 but be picky, buy the best looking one for that grade. As to when to buy you have to make that call.

I assume you mean the smooth edge error? It really depends on what you are looking for. Graded or slabbed coins usually carry a much higher price tag. Also, not all grading companies are created equal. The more reputable companies also carry a higher premium. Here are some examples that are less expensive than the prices you listed above. Good luck!
