You forget that congress overwhelmingly supported this war. All the facts were displayed before them and the voted. They are just as much responsible for this war as he is. They voted for it. Without their support, it wouldn't succeed. Most democrats and republicans voted for the war, including John Kerry and other popular congressional members.
