I concur with all previous answers except for the one. However, if folks recall our wonderful (sarcasm) puppetmaster a.k.a. V.P. Dick "Looking for hunting buddies" Cheney claimed the Vice President's office is not a part of the executive branch. Therefore not subject to the rules or laws that have governed that office since its' inception. Of course by the time King George and Co. are done with the country who knows what the answer will be? Excuse me... that darn Alberto Gonzales is out in the bushes in my back yard again.

I flunked American Civics like twice and didn't do much better at it in college, but even I know the President is the entire Executive Branch all by himself. Unless you count the puppetmasters in the cabinet.
