"Public Opinion is made up of those opinions held by private persons which institutions find it purdent to heed?" does this sentence mean that institions such as APEC will not accept or take all the public opinons into consideration? How to link this to the Habermasian theories?

They take them all they can into consideration and then take the ones to their best advantage. In other words they don't see consider consideration as the need to be consciderate. Although they consider their own considerations. lol That is so often the case in a competitive world view/system. A more balanced system considers all people and future consquences or any other factors for the best overall decisions.
