Be this question sincere then here is the sincere answer.
How old is the toilet, when is the last time the wax ring was changed, do you have hard water, and do you have a bad flap/causing a water leakage/drip in the stool?
All of these could contribute. The wax ring disentigrates, causing a possible drip which in turn causes a build-up of lime causing the outlet hole to be clogged up and not flushing all the paper down.
How do I know this? Because I dropped my dogs tooth brush down the toilet while it was flushing, had to call the plumber and all of the above things were causing my original problem before the toothbrush.
Works good now.

Hold the handle down untill the flush is complete.
If it's still doing that, it may be the wax ring under the toilet needs to be replaced.

Have you tried pressing the flush button down for longer? I push down on it and watch to make sure all the paper has gone down before I let go.
