1. right click to look if it is locked, if it is locked then unlock it.
2. drag the task bar to the bottom until it appears on the bottom
3. right click and lock the task bar so this does not happen again :)
i do not know if you know this. but you can do lots of thing with tasks bars, the most simple one is auto hiding them. simple right click then click properties, a window should pop-up. there should be a couple box's (for me 7) you can click, one of them is auto hide. this makes it so it will only appear when you move your mouse to the bottom of the screen. you also can make it so your desktop is on one of these task bars( i have mine on a completely different one, its on the top) so all the windows you usually see over your screen saver will now pop out on your command, witch is quit handy, and it also makes it look a lot cleaner, and you can see the beautiful picture in the back round without anything obscuring your
view.

Drag and drop i down. Make sure you don't have the "lock the taskbar " option clicked in the right-click menu.
