i have asked her to stop and she still does it, what shall i do?

Simply warn her that you will report her for littering. There is a fine for doing that everywhere. One fine should solve the problem. If you retaliate like a child, as the other's suggest, you will loose the ability to do things the right way, and not solve a thing.

Thinking of throwing things back in her garden.... Do you have a dog (Dont throw the dog,just its mess)

Seriously not a lot you can do without falling out with her, but I guess you 2 dont get on well or else she woudnt do that. Go down the route of asking her nicely, then send her a note telling her of the problem you have (keep a copy) then start recording when she throws the cigarette ends in -perhaps film her doing it, and then contact the council for advice

The letter and film will show evidence of a long running problem so legal action will be easier and quicker to conclude

It may seem petty to some but I'd throw them into her garden. I smoke cigarettes, and I love to garden. If my neighbours threw their cigarette ends into my garden I'd be very unhappy too!

simply put you can't make them stop they have to want to stop and these days there just isn't enough incentive for people to be good neighbours, most people are but there will always be the odd bad apple out there and whatever you do will make the situation worse, if you make complaints to police/council/landlords you will just anger them and make things worse and in there minds you will be a grass therefore they have a legitimate reason to fight back but if you try fighting them at there own game/fight fire with fire you could not only make the situation worse but you too could get in to trouble as you will be seen to be fuelling the problem, the police can't do anything because society doesn't want laws which forces people to change there habits no matter how badly those habits affect those around them(until maybe people start dying) because society is afraid those laws may be used against them or start to have a detrimental affect on there lives which is the only time people start to make a fuss so unless you know anyone else who is being affected by your neighbour don't expect any help from others, my only advise is to spend the next few months recording every event using cameras to record the cigarettes being thrown into your garden, keep written records every time you approach your neighbour and having one or two witness helps and if it's still a problem take your gathered evidence to council and hope they can use it to make a difference but please note that by using cameras to record your neighbours you could open yourself up to being sued by them unless you ask them for permission before hand to record them being a nuisance(that’s just the way the law works these days) well good luck and hope everything works out in the end no matter how long it takes:o)

Give her a dose of her own medicine!

But if she's not at all bothered by it, then don't confront her because she could be a psycho or something. Just keep your cool and treat the cigarette ends just like any other dirt in your garden. Don't make any enemies just because of a cigarette butt.

You can get neighbourhood mediators from most councils (not just for council house tenants as some people think) who will come and help you sort her amicably. If she doesn't shape up you can get the council to put an asbo on her. Tempting as it is, the slinging a carrier bag full back over is only likely to escalate problems I fear (but sounds like great fun temporarily!)

Do you have a dog? Or, do you know someone who has a dog? Get yourself a little bag of dog poop. Smear a little on the back side of the little handle they use to open their mailbox. Don't make it noticeable, but do it every day that there are butts in your garden. They will soon tire of poopy fingers. If they don't get the hint, start putting the poop on the back of their car door handles.

Don't waste your time starting a war, you have to live there. Take a photograph of the area of your garden every day for a fortnight. Take this evidence to the local authorities and tell them you want it dealt with. Don't ask them tell them!! its a service you pay for in taxes.
They will advise you and act accordingly

You need to work through this gradually. It's a bit early to call in American air support.
Contact your local council. They have someone whose job it is to sort out nuisance neighbours. If she takes no notice, they'll impose an ASBO on her. If she ignores that she'll go to gaol. If she still does it after that, the phone number of the USAF is ...

Copy all answers received and then simply hand the list to your neighbour saying you thought she may like to read what others think about her actions and would she PLEASE stop discarding her butts in your garden.

It really isn't worth going over the top with the council and so on. Like ernie_e says, I'd collect 'em up and hand them back, or shovel them through her letterbox if she doesn't get the message.
