I'm a Japanes highschool student.
And I wear a skirt everyday.My skirt is not really short coz short skirt is low I think.
I see many Japanese highschool girls on the way to school everyday.
Some are really short but most of girl's skirt is knee-length.

Sometimes. It's just the same as Catholic girls in the West. Some stay with the school standards, and some cheat, by shortening their skirts. It's not like you're going to see anything except leg though. Nice legs. Smooth, soft, free of blemishes, toned, sometimes a nice light brown tan, sometimes a nice pale complexion, whiter than some caucasians.

Most of schools have their own regulations about thier uniform and they usually don't allow their female students to wear thier uniform skirts shorter than mid culf. But, they wear them shorter anyways. Some girls buy bigger size skirts so they can roll up thier skirts at their waist; while they are @school, thier skirt length instantly go longer to meet thier school policy; After / before school, their skirt can be worn shorter... Got it???

The skirt of their uniform is NOT short. But they rolle it up at their waist.

my skirts was really short when i was high school student. almost all girls rolled up their skirt AFTER school like joriental said.

No, they're not made that short.
As someone said they "roll" them to make them shorter thinking that it's more appealing to guys. They even roll them up so short in the winter when it's FREEZING outside!
I always wonder why no one tells them to cover up!

no , i went there and they're knee level. Japanese school girl's legs are pretty ugly contrasting to the image they gave us
