Human beings are stuck in the 3rd....yet somehow trying to achieve the 4th like others....Im just looking for some answers here.

I think you may be refering to Scientology, which has various spiritual levels which they call the Upper or OT (Operating Thetan) levels. They also have levels called "Scientology Zero" to "Scientology Five".
Google "Scientology" and see if this is what you were thinking about.
